Why can't Coldfire transfer to the Hero Agency?
In most comics Heroes become Villains and vis versa fairly regularly. In the SG world heroes can obviously become Villains (Sparkle and a conversation Isauro had with Val and her friends show that), so why can't Isauro defect from the Villain Agency to the Hero's? There must be some sort of procedure in place, and his powers and "qualifications"should be more than enough to put him on the hero track.

Because he's wanted by the Mexican government, my guess. It would be a diplomatic nightmare, plus the villains I think are threatening to deport him if he defects.

The Villain Agency extracted Isauro without the formality of paperwork; technically, he's an illegal immigrant. Hero Agency might have problems with that, too. I wonder if we're ever going to hear some out-of-work minion grousing about people from "down south" taking all the good jobs (or ones they imagine to be good, like Sparkle)...

Paranoidspy is correct. Isauro's Visa is tied to the Villain Agency, as he explains to Val in sidekickgirl.net/2009/05/20/isauro-backstory-ix/ Karma to you for your archive-fu. Isauro is NOT an illegal immigrant. Just because we didn't EXPLAIN a complicated bureaucratic process by which an imaginary entity, which would never be legally allowed to exist, was able to get a legitimate work permit for a foreign national who was a wanted man due to an imaginary power, doesn't mean that there can't BE that process in an imaginary world that has been well established to be full of complicated bureaucratic processes. Especially when the character in question outright TELLS another character that that's the deal. Unless, of course, he's lying about the whole thing. Mwa ha ha haaaaaa

It usually doesn't stick due to the power of the Status Quo unless the character's career as a hero or villain was really brief. In this case however, it could be an issue of Isauro being a wanted man in his native country. By it's nature the Villain Agency lives outside the law, but has been unofficially accorded some kind of limited immunity from the law's proper enforcement due to the setting's black and grey morality. But the Hero Agency's position is official and authorized. They can't pretend that Isauro doesn't exist if they induct him. There's also my pet theory that the Hero Agency is in fact a merchandizing operation which is why you have to "look like a hero" to be authorized to act like one. They may only have slots available for so many heroes for fear of flooding the market with too many comic books and figures. Isauro may be more valuable as a bad guy to them than he would be as a good guy because they have no vacancies available and when one does open up, they prefer to "promote from within" with sidekicks and new graduates.

I wonder why they went thru the work and effort of being "legal" about it, having him as an illegal would have kept him very solidly dependent on them, but still give him room to act independantly. This actually *increases* my worries about Isauro -- it makes the Villain Agency hold on him that much more "legal" and unbreakable, an indenture he'll never be able to buy off. Way to dash audience hopes.
And if VillAgency ever decided to start leveraging his relationship with Val instead of ignoring it, the good guys will be in *real* trouble. Esper getting him (back) in bed is something that could cost the Vills their "inside man", if Val ever finds out. But perhaps they're not thinking that far ahead. Its something that can be explained away ("she used her power on me, babe!") but I don't think she did, and that somehow disappoints me more.

Isauro's heroic qualities include the old Champions(tm) trope, "Protective of Innocents", typically a hero's Disadvantage. But it is not unique. Old-school villains were often like that, and I remember one bit from the short-lived (1980's) Hero Alliance comic where a costumed guy helps save a child from being run over by a bus, trades high-fives with a Hero who wasn't quite close enough to make the save -- then later that day, zorches the (surprised) Hero with his thermobaric energy blast while robbing a bank. Because even with that bit of basic human decency, he's still a vill and gotta pay some bills... edit: noteworthy moment, this is my 69th post
