The Hero Agency's membership have what the GURPS game calls "limited Legal Immunity" it seems, a feature originally created to represent clergy being entitled to Church courts for any kind of wrongdoing in the MIddle Ages. Agency members are not tried by the civil court system, but internally. And some things that would be legal for a civilian, aren't legal for an agency member.
