Imagine that Metro City is an 8x8 grid with an X asis of A-H and a Y axis of 1-8 (like a chess board.) Assume that you are Sidekick Girl, having lunch with Illumina, Impact, and Haze at C2 when you hear that Sparkle is robbing a jewelry store at F7, Dr Wright has been spotted outside of a left-handed emporium at G1, Clockwork Joe is at a steampunk convention at A6 and there is a Giant Robot crushing everything at E4. You also hear that there is a mysterious vortex at B8 and a raging inferno at D3. You know that Maelstrom and Puzzle are currently patrolling at H5. Come up with a strategy for handling all of the problems as quickly as possible, while keeping property damage and civilian injuries to a minimum. Explain your reasoning.
This is a short answer assignment.

Sidekick Girl with Illumina to G-1, because Dr Wright is a threat to the public, but not overpoweringly so.. Within Sidekick Girl's ability to deal with, and Illunina will not be (too much) of a liability.
Haze to the fire at D-3, even though it is close, she can attempt to use power stunt of wind vortex by running fast to help control the fire, or can help with evacuations.
Impact to E-4, super strength to fight the giant robot.
Puzzle to be dispatched to F-7, because he will be able to confuse Sparkle, and likely seduce her into simply going anywhere with such a gorgeous man, right into custody...
Maelstrom to A-6, ranged attacks and physical prowess to counter what are likely to be over-complicated plots and devices.
This covers all existing emergencies within the city with appropriate skills/powers.
There is no reason to send anybody to the rumored 'mysterious vortex' at B-8 Because a hero should never respond to obvious bait

Malestorm and Puzzle are closest to the robot and robbery. I recommend Malestorm to robot and Puzzle to Sparkle (same reason as rypperd0c). I'm also sending Impact to the robot, she'll get there first. Two heavy-hitters working in tandem will finish the fight faster and allow them to be reassigned to different crisis. However, depending on the danger of the inferno Impact may need to stop and work on that instead. If that is the case, Malestrom enjoys working alone and can handle the robot, freeing trapped civilians with his energy beams I don't know if the inferno is in a vacant lot or a building. I'm assuming a crack in the ground is erupting flames. I want SideKick girl for this. Her healing will allow her to get close to clear out civilians. Illumina should call fire-department/police. Dr. Wright is a serious danger to the public, but is also a 'glass canon.' Haze can hit him quickly, and evacuate the emporium in a few minutes. Afterwards, she should head to the inferno and assist Val, Illumina and the fire-department with clearing the civilians. However, I don't want her staying to fight the blaze, I want her to get eyes on Clockwork Joe A.S.A.P. Clockwork Joe is dead , so the mysterious vortex is probably related. This was the hardest one to call, but I think he should be the gathering point as each team finishes up. I don't know enough about his M.O., but I think he didn't travel through time/come back to life to destroy something he loves. He should be busy 'geeking-out' for a little while. Haze should be on the scene first, followed by Malestorm or Impact. Puzzle will be busy with Sparkle for most of the fighting, and Val, Illumina, Impact will be slower getting there than Malestorm Grade: a bunch of points
