I'm gonna go out on a limb here, but since the hero ID cards are blue, I'll bet that the villain cards are, oh I don't know, red maybe?

But I would assume if he went rogue, he wouldn't have a card at all. Or maybe he just wants to get away and work in another country for a while. In which case he would need a green card.

You don't need a green card to leave the US and work somewhere else. You need one to ENTER the US (super oversimplification, of course). Unless other countries also call it a green card.
Tarmagon is correct. Going for a red card, in this case, would refer to turning to villainy. Which IS different than going rogue, but Jasper had just made comment about him turning to the dark side, and Isauro responded to that.
