don't exactly seem to be taking the Hero Agency's agitation about this heinous crime exactly seriously. Possibly they appreciate that Coldfire's minimum fuss style is sufficient explanation for why he didn't murder Grey. I wonder whether the Hero Agency has more pull with the District Attorney than it seems to have to with the cops.

Maybe some form of inter-service rivalry? Like in the movies, where there's friction and one-upmanship between local police and FBI, only here it's between local police and the superhero agency?

It'politics.
Besides that, The DA tends to automatically believe the worst in people. I know one or two. Great sense of justice, but I'm sure the DA doesn't know Coldfire like the cops at your local precinct do.
